Communities  are citizens and customers at the same time. As citizens they have their opinions on the  activities of local authorities,  and can express these by voting. This means that effective  local democracy depends on citizenship. Furthermore,   as citizens, the communities are part of this local government, and it is another question if they can be passive citizens or active ones in strengthening local democracy.
